Outsourcing - or ensuring that services are handed over to private companies to increase their revenues, drive down pay and aggravate working conditions

What is outsourcing? (Don't you get fed up with these jargonistic terms which are only used by managers to make you feel that they've been trained and you haven't?) Here we are talking about LEA run services being put out to tender, supposedly because the LEA cannot run it well.

In recent months, as Ofsted has failed LEA's, in have moved the 'outsourcers' with little or no resistance from the LEA. The NUT is committed to opposing all forms of privatisation of education services and provision, (click on the links below). We print the text of the union's circular, (sorry, another survey) dealing with this phenomenon, but Lambeth Teacher prefers the type of campaign led by Bradford and Waltham Forest, so do connect up with them, too.

CIRCULAR

Circular No. 52/01(E/EO)

Date: 26 March 2001

To: Secretaries of Divisions in England – FOR ACTION

Dear Colleague

LEA OUTSOURCING QUESTIONNAIRE

The purpose of this circular is to request information on the outsourcing of LEA services to schools. The attached questionnaire applies to local education authorities which are deemed to have failed by the DfEE and to those which are undertaking outsourcing on a voluntary basis.

The survey has been formulated in response to a motion agreed by the Executive, which called for “divisions facing outsourcing and privatisation (to) share information and assist in centralising the Union’s information on these initiatives”.

Information on individual service providers and consultants will be added to the data bank of information on companies bidding for outsourcing contracts, which has been established by the EAZ Unit at Hamilton House. It will also be included in a revised version of the “LEA Outsourcing Briefing Pack”, which was circulated as Circular No. 36/01(E/EO).

Yours sincerely
